Chief Ministers and Governors of Indian States 2019

The Governor
The Governor is appointed by the President. His term of office is 5 years but he can be removed earlier if the president so desires. Only an Indian citizen above 30 years of age is eligible for appointment as Governor of a state.

Powers and Functions
1. He appoints the chief minister of his state and other ministers on the advice of the chief ministers. He also appoints the advocate general and chairman and members of the Public Service Commission of the state.
2. He has the power to grant pardon, suspend remit or commute sentences over which the power of the extends.
3. No bill can become a law in his state without his assent.
4. The budget of the state is also submitted on his behalf.
5. He summons and prorogues the houses of the state legislature. He can dissolve the legislative assembly.
6. He can issue ordinances when parliament is not in session ( valid for six weeks).

Chief Minister
The council of ministers in a state is formed by the Chief Minister in a state is who is appointed by the Governor and is normally the elected leader of the majority party and who heads the council of ministers. Normally, it is expected that the appointed Chief Minister is a member of the legislature. If not so then he has to get himself elected or nominated to the legislature within six months of his appointment as Chief Minister.
Powers and Functions
1. The Chief Ministers appoints other ministers in his council of ministers.
2. He is answerable to the Governor for any act of commission or omission done by an individual minister.
3. He can call upon any minister to resign if he so wishes.
4. He presides over the Cabinet meetings.
